NHS Improvement rating
Royal Brompton & Harefield NHS Foundation Trust was authorised as a foundation trust on 1 June 2009 by Monitor. The Trust was granted an NHS Provider Licence on 1 April 2013 and is required to demonstrate compliance with the conditions set out in this licence.
Please note that from 1 April 2016, Monitor became part of NHS Improvement (NHSI).
NHSI publishes two ratings for each NHS foundation trust:
- the financial sustainability risk rating is NHSI’s view of the risk that the Trust will fail to carry on as a going concern. A rating of 1 indicates the most serious risk and 4 the least risk. A rating of 2* means the trust has a risk rating of 2, but its financial position is unlikely to get worse.
- the governance rating is NHSI’s degree of concern about how the trust is run, any steps that NHSI is taking to investigate this and/or any action NHSI may be taking. NHSI will either indicate that there are no evident concerns, that enforcement action has begun, or that the foundation trust’s rating is 'under review', which means they have identified a concern but not yet taken action.
The role of these ratings is to indicate when there is cause for concern at a trust. The ratings do not automatically trigger regulatory action. They simply prompt NHSI’s to consider whether a more detailed investigation is needed.
NHSI’s updates foundation trusts’ ratings each quarter and also in "real time" to reflect any regulatory action taken.

Quality report
A quality report is an annual report produced for the public by NHS healthcare providers about the quality of services they deliver. All NHS providers strive to achieve high-quality care for all, and the quality report provides the Trust an opportunity to demonstrate our commitment to quality improvement and show what progress we have made. The quality report is a mandated document which is laid before Parliament before being made available to the public on NHS Choices website.
